One of the main aims of the Manifesto is to identify culture as one of the most important catalysts for the empowerment of local communities in fostering territorial development.
The UNESCO “Global Report, Culture: Urban Future” states clearly that “culture lies at the heart of urban renewal and innovation”. The UNESCO report complements the United Nations’ 2030 Agenda for Sustainable Development. Our Manifesto, created within this context, will focus on coherent territorial development through culture. The Manifesto is directed at regional, national and European stakeholders.

"I cannot emphasise how important this work is just now. We need to do something to demonstrate that culture matters and let culture take the lead in the new narrative of Europe. This matters!"
The work on this manifesto was initiated during the ENCC conference "Culture for Shared, Smart, Innovative Territories" held in County of Oleśnica, 27th-28th October 2016 and followed-up by the European Conference in Hildesheim, 25th-27th of October 2017. It reflects insights, recommendations and conclusions of its participants, among which representatives of the civil society, ECoCs, local authorities and other cultural stakeholders. A follow-up on the manifesto work-in-progress will be available constantly on the ENCC website – you are welcome to add your comments whenever you feel like it !
A draft of the MANIFESTO was presented to the ECoC Wrocław 2016 Regional Conference (22-23.11.2016).
